This is a KLEEN SWEEP from the Parker company. Model TK-16525 Manufactured sometime in the 1960s and still in great shape. Found in the back of an old shed and apparently unused for many years. Operates similar to a push mower, except instead of blades it has lines of brushes that rotate sweeping the cut grass and throwing it into the canvas catcher. Whether for utility or novelty, this is a functional device that works as expected. Click the Website link for the manual for a similar model. Cash only.
